A Bull in China ?

I watched Ted Koppel's documentary on China few weeks ago. He interviewed the Hong Kong billionaire Vincent Lo. One interesting point I learned about the tax policy in China is that businessmen in China have bargaining power in deciding how much they are paying taxes. When the Chinese government hints that taxes will be raised, Chinese businessmen will go to the government and explain something like this. That their companies employ Chinese labors that represent 20-30% of population of certain regions, that these businessmen have enough money to live off their life without having to run these companies, that closing down these companies will create massive unemployment in China; thus, creating one more thing for the Chinese government to be worried about. Lo added, "If there is one country in the whole world that puts economic development into its main agenda, it is China."
